Amends G.S. 14-196.3 to add electronic tracking device installation and use as a cyberstalking offense.

Makes it unlawful to knowingly install or place an electronic tracking device without consent and use it to track any person's location.

Establishes exceptions for law enforcement, parents tracking minor children, caregivers of disabled adults, fleet vehicle owners, vehicle creditors with consent, licensed private investigators, and court-authorized tracking.

Violation constitutes a Class 2 misdemeanor.

Becomes effective December 1, 2015, for offenses committed on or after that date.
