Amends the definition of "firefighter" in G.S. 58-84-5(3a) to include employees of County Fire Marshal's Offices whose sole duty is to act as fire marshal, deputy fire marshal, assistant fire marshal, or firefighter.

Changes terminology from "Fireman" to "Firefighter" and updates references to "firemen's relief funds" to "Firefighters' Relief Funds" throughout the statute.

Modifies appointment procedures for local Firefighters' Relief Fund boards of trustees, eliminating fixed term schedules and allowing members to serve at the pleasure of the appointing body until resignation or replacement.

Adds new allowable use of relief funds to cover necessary management and investment costs that are reasonable and appropriate in relation to the fund's assets, purpose, and financial security.

Clarifies that unintentional fire alarms resulting in no damage or fire shall not be counted when calculating minimum response requirements for fire district insurance rating or classification under G.S. 58-36-10(3).

Officially renames the North Carolina State Firemen's Association to the North Carolina State Firefighters' Association and authorizes corresponding updates to corporate documents and General Statutes references.

Becomes effective July 1, 2016.
