Allows retirees and surviving spouses to disenroll from the State Health Plan during the plan year without a qualifying event, and permits them to disenroll their dependents without a qualifying event.

Changes coverage termination procedures to allow the Plan to approve cancellation as soon as administratively feasible rather than requiring termination on the last day of the month, and adds a provision that coverage ceases on the last day of the month for which a premium is paid in full.

Modifies eligibility for job elimination coverage to exclude retired employees eligible for noncontributory coverage from the 12-month continuation provision.

Expands surviving spouse coverage eligibility to include surviving spouses of Disability Income Plan beneficiaries and removes the 12-month waiting period for preexisting conditions for members enrolling after a plan member's death.

Clarifies that new employees hired on a contributory basis have 30 days to enroll and may be subject to a 12-month waiting period for preexisting conditions if they fail to enroll within that timeframe.
