Establishes a compliance court costs program allowing persons charged with specified traffic and licensing violations to have their case dismissed by paying $50 per citation and providing proof of compliance to the district attorney, in lieu of fines, court costs, or making court appearances.

Specifies 14 categories of offenses eligible for compliance dismissal, including violations related to driver's licenses, vehicle registration, inspection, safety equipment, and motorcycle helmets.

Requires the district attorney to provide written notice to persons electing compliance that certain offenses have statutory defenses that could result in case dismissal without any payment of court costs.

Directs the Administrative Office of the Courts to develop procedures for accepting compliance payments, establish uniform compliance guidelines, and create an electronic payment system for compliance court costs, with all counties required to accept electronic payments by July 1, 2016.

Reduces the electronic payment fee to $10 per citation if paid through the electronic system (effective July 1, 2016), while maintaining the $50 per citation fee for in-person payment to the court clerk; all compliance court costs remitted to the State Treasurer for support of the General Court of Justice.
