Prohibits law enforcement officers from engaging in discriminatory profiling based on race, ethnicity, national origin, disability, religion, sexual orientation, or gender identity during performance of duties.

Requires annual education and training for criminal justice officers concerning discriminatory profiling prohibition and proper data collection techniques for traffic stops and homicides.

Mandates law enforcement agencies report additional data including whether immigration status was determined during traffic stops and collect comprehensive homicide statistics with offender/victim characteristics and case resolution times within 60 days monthly.

Authorizes counties and cities to establish citizen review boards with power to investigate police misconduct allegations (excessive force, abuse of power, discriminatory profiling), subpoena witnesses, and issue binding disciplinary decisions; provides appeal rights and judicial review for officers.

Requires counties and cities to provide training to neighborhood crime watch program members emphasizing observation and reporting roles, non-engagement with suspects, and awareness of discriminatory profiling prohibitions.
