Removes state-mandated opening and closing date requirements for the Roanoke Rapids Graded School District, allowing the local board of education to set school calendar dates with greater flexibility.

Eliminates restrictions that previously required opening dates no earlier than the Monday closest to August 26 and closing dates no later than the Friday closest to June 11.

Repeals provisions that allowed the State Board of Education to grant waivers for early opening dates and requirements about makeup days for weather-related closures.

Applies only to Roanoke Rapids Graded School District as a local measure.

Takes effect upon enactment, beginning with the 2015-2016 school year.
