Removes restrictions on opening and closing dates for school calendars in Avery and Mitchell county school administrative units for the 2014-2015 school year.

Eliminates the requirement that opening dates be no earlier than the Monday closest to August 26 and closing dates be no later than the Friday closest to June 11.

Removes the provision allowing the State Board of Education to waive opening date requirements based on "good cause" (eight school closures in four of the last 10 years due to weather or emergencies).

Eliminates exceptions previously granted to schools operating under modified calendars since the 2003-2004 school year.

Applies only to the 2014-2015 school year in Avery and Mitchell counties.
