Amends the Charter of the City of Raleigh to authorize the city council to sell, exchange, or transfer real property when the sale advances economic development, transportation, urban revitalization, community development, or other adopted city policies.

Permits the city to convey property by public sale or negotiated private sale, including the ability to attach covenants, conditions, or restrictions to further adopted policies or plans.

Allows the city to reduce consideration received for conveyance to reflect the restricted use of property resulting from any attached covenants, conditions, or restrictions.

Requires any conveyance under this authority to be authorized by city council resolution, with at least 10 days' notice through legal advertising that describes the property, interest being conveyed, material transaction terms, and council meeting details.

Effective upon becoming law.
