Amends the Charter of the City of Raleigh to allow the City Council to donate retired horses, dogs, or other animals formerly used by the Police Department or other City agencies to the officer or employee who had normal custody and control of the animal during its service.

Extends this donation authority to all municipalities in Mecklenburg County, permitting their governing bodies to donate retired service animals to the officer or employee who previously had custody and control of them.

Animals must be deemed no longer fit for public service before they are eligible for donation.

Applies to animals used by police departments or any other municipal agency.

Became effective upon enactment on August 4, 2015.
