H20 - Rural Access to Health Care Act

• Encourages physicians, physician assistants, and certified nurse practitioners to educate parents about Type I diabetes warning signs and symptoms during well-child visits at birth and at 12, 24, 36, 48, and 60 months of age.

• Establishes civil penalties for pharmacy benefit manager violations ranging from $100 to $1,000 per day per prescription for improper reimbursement, with authority for the Commissioner to order restitution to affected pharmacists and the Department for administrative costs.

• Allows municipalities and hospital authorities to approve hospital sales or leases without repeating initial compliance procedures if good faith negotiations fail, requiring only updated information on charges and indigent care at similar facilities.

• Exempts the acquisition or reopening of "Legacy Medical Care Facilities" (facilities not operating for at least 6 months but operated within the past 24 months) from certificate of need review, requiring 36-month notice of intent to reopen.

• Repeals North Carolina's Certificate of Public Advantage laws effective January 1, 2017.
