Exempts diagnostic centers, ambulatory surgical facilities, gastrointestinal endoscopy rooms, and psychiatric hospitals from certificate of need review requirements.

Prohibits the State Medical Facilities Plan from limiting the number of operating rooms or gastrointestinal endoscopy rooms in licensed health service facilities.

Requires new ambulatory surgical facilities to commit to providing at least 7% of total surgical revenue as uncompensated care for self-pay and Medicaid patients.

Mandates new ambulatory surgical facilities to report annual utilization and payment data by payer category (self-pay, Medicaid, Medicare, commercial insurance, managed care, and other).

Requires ambulatory surgical facilities in counties with populations under 100,000 to obtain written documentation of support and transfer agreements with all hospitals in that county.
