Proposes constitutional amendment to require judicial candidates to have at least five years of experience as licensed attorneys in North Carolina for Supreme Court, Court of Appeals, Superior Court, and District Court positions.

Amendment exempts persons elected to or serving in judicial capacities on or before January 1, 1981.

Submits amendment to voters at the November 4, 2016 general election.

Amendment becomes effective January 1, 2017 and applies to judicial appointments and elections on or after that date if approved by voters.

Modifies G.S. 7A-142 to require that district judge vacancy nominees have at least five years of experience as licensed attorneys in North Carolina.
