Directs the Joint Legislative Education Oversight Committee to study strategies for recruiting and developing effective school leaders in North Carolina.

Committee shall evaluate five key initiatives: recruitment of top-performing school administrators, greater principal autonomy over school decisions, compensation plans to attract principals to low-achieving schools, specialized professional development for principals, and strategies for improving or removing underperforming principals and assistant principals.

Committee must review principal preparation programs, professional development, licensure, recruitment practices, statewide leadership standards, mentoring, data use by leaders, talent management policies, and support options for struggling principals.

Committee shall report findings and recommended legislation to the 2016 Regular Session of the General Assembly.

Effective upon becoming law.
