Allows the Town of Carrboro to adopt and enforce the 2012 Energy Conservation Code's Appendix 4 within its corporate limits and extraterritorial planning jurisdiction.

Appendix 4 contains voluntary criteria for increasing energy efficiency through a High Efficiency Residential Option.

Enables Carrboro to make these energy conservation provisions mandatory through local ordinance, notwithstanding state building code requirements.

Applies to all property within the town's corporate limits and its extraterritorial planning jurisdiction.

Effective upon becoming law.
