• Allows state agencies and educational institutions to opt out of receiving appellate division reports by written notification to the Administrative Officer of the Courts.

• Permits clerks of superior court and other custodians to transfer unnecessary acts of the General Assembly and appellate division reports to the State Surplus Property Agency for disposition.

• Requires clerks of superior court to report to the Administrative Office of the Courts persons granted dismissals upon completion of conditional discharges under specified statutes, effective December 1, 2015.

• Transfers responsibility for adjusting the $500,000 noneconomic damages cap in medical malpractice cases from the Administrative Office of the Courts to the Office of State Budget and Management, adjusted every three years based on Consumer Price Index.

• Repeals duplicate reporting requirements for clerks of superior court regarding inmate population data and outdated requirement to report attorney information to the Secretary of State; eliminates annual reporting requirement on appellate courts printing fund receipts and expenditures.
