Expands DNA collection requirements to apply to any person arrested for committing any felony offense in North Carolina, rather than limiting collection to a specific list of serious crimes.

Replaces the previous enumerated list of offenses (murder, rape, robbery, burglary, arson, assault, kidnapping, human trafficking, and arson) with a blanket provision covering all felony arrests.

Retains DNA collection requirements for certain misdemeanor offenses requiring sex offender registration and adds specific misdemeanor offenses including cyberstalking, stalking, sexual battery, and intercourse with certain school personnel.

Becomes effective October 1, 2016, and applies to offenses committed on or after that date.
