Proposes a constitutional amendment establishing a North Carolina state minimum wage of $8.80 per hour, effective six months after enactment.

Requires automatic annual cost-of-living adjustments (COLA) to the minimum wage on January 1st each year, calculated using the Consumer Price Index (CPI-U) based on the prior September 30th calculation.

Allows employers to credit tipped employees' tips toward the minimum wage up to the amount permitted under the 2003 federal Fair Labor Standards Act tip credit.

Establishes enforcement provisions including civil action rights for employees to recover back wages plus equal liquidated damages, attorney's fees, and costs; provides for fines up to $1,000 per violation; and includes retaliation protections.

Submits the constitutional amendment to North Carolina voters at the November 8, 2016 general election, with the amendment becoming effective December 1, 2016 if approved by a majority of votes cast.
