Direct the Department of Transportation to study North Carolina bicycle safety laws and recommend statutory revisions to improve safety for bicyclists and motorists.

Study shall consider safe overtaking procedures for faster-moving vehicles, whether bicyclists must ride single-file or may ride abreast, and whether bicyclists should carry identification.

Establish a working group with at least 9 required members including law enforcement, representatives from bicycling, agricultural, and trucking industries, county and municipal government, and UNC Highway Safety Research Center, with maximum total membership of 12.

Department shall submit findings, recommendations, and any proposed legislation to the Joint Legislative Transportation Oversight Committee by December 31, 2015.

Effective upon becoming law.
