Establishes two methods as prima facie evidence that a vehicle was a school bus during a violation: (1) a certified Division record showing the vehicle was registered as a school bus at the time of violation, and (2) testimony from the bus driver, passenger, or investigating law enforcement officer.

Removes the requirement that a school bus must bear a plainly visible "school bus" sign on the front and rear as the sole proof method for violations under G.S. 20-217.

Appropriates $700,000 in nonrecurring funds to the Department of Public Instruction for the 2015-2016 fiscal year to allocate to local school boards for purchasing and installing automated camera and video recording systems on school buses.

Requires grant recipients to match grant funds at a 1:2 ratio ($1 in grant funds for every $2 in nongrant funds), with matching funds excluding other State funds.

Effective October 1, 2015 for the evidence provisions and July 1, 2015 for the grant provisions.
