Authorizes reinstatement of the Mountain Island Lake Marine Commission by allowing participating counties (Gaston, Lincoln, and Mecklenburg) to create the Commission through joint resolution rather than requiring all three counties.

Allows counties to unilaterally withdraw from the Commission with 90 days' written notice at the end of any budget period, with the Commission continuing to operate with remaining participating counties.

Establishes a seven-member governing board appointed as determined by joint resolution of participating counties, with members serving three-year terms and limited to two consecutive terms.

Requires the Commission to hold meetings on a rotating basis equally across all participating counties and maintain compliance with Open Meetings Law.

Grants the Commission authority to hire staff, contract for services, accept grants and donations, and allows participating counties to appropriate funds and levy property taxes to support Commission operations.
