Repeals the requirement for local school administrative units to develop personal education plans (PEPs) for students at risk of academic failure, effective with the 2015-2016 school year.

Removes mandates for focused instructional supports, reading interventions, and related services that were previously required to be provided free of charge to at-risk students.

Modifies transition plan requirements to direct school improvement teams to develop policies for successful transitions between elementary-to-middle school and middle-to-high school years.

Eliminates personal education plans as acceptable documentation for good cause exemptions from mandatory student retention and removes PEPs from the notice requirements for parents regarding potential grade retention.

Requires the State Board of Education to report to the Joint Legislative Education Oversight Committee by November 15, 2016, on how at-risk students are identified and served through interventions.
