Requires all full-time classroom teachers to receive duty-free instructional planning time and duty-free lunch time during regular student contact hours.

Eliminates the provision that duty-free time could revert to the general fund if safety and supervision concerns prevented its provision, making the benefit mandatory to the maximum extent possible.

Establishes a goal of providing at least 75 minutes of duty-free lunch time per week for every teacher on a daily basis.

Maintains the existing goal of providing an average of at least five hours of planning time per week for teachers.

Prohibits principals from regularly requiring teachers to give up their duty-free instructional planning or lunch time without the teacher's consent.
