Authorizes the Section of Community Corrections to impose additional supervision conditions on offenders supervised under the Interstate Compact for Adult Offender Supervision, including community service, reporting requirements, substance abuse monitoring, electronic monitoring, local confinement up to 6 days per month, curfews, educational programs, and sex offender or mental health assessments.

Expands the use of the Interstate Compact Fund to include operational costs for the Section of Community Corrections, in addition to administration of the Interstate Compact.

Requires North Carolina courts to determine whether sex offenders transferred from other states under the Interstate Compact must enroll in satellite-based monitoring if their crimes are reportable offenses under North Carolina law.

Establishes procedures for satellite-based monitoring hearings, including notice to the offender at least 15 days before the hearing, appointment of counsel for indigent offenders, and findings requirements for determining if monitoring is necessary based on offender classification or risk assessment.

Most provisions effective July 1, 2015; satellite-based monitoring procedures effective December 1, 2015 for transfers occurring on or after that date.
