Exempts third-party owned renewable energy facilities from public utility regulation if sized to supply no more than 125% of the customer's average annual electricity consumption at that site.

Allows third-party owners to sell electricity to customers from on-site renewable energy facilities without being classified as public utilities or subject to restrictions under G.S. 62-110.2.

Requires third-party owners to report proposed construction of such facilities to the Utilities Commission prior to beginning construction.

Permits third-party renewable energy facilities to participate in net metering arrangements with public utilities.

Establishes a $25 filing fee for each report of proposed construction filed by third-party renewable energy facility operators, effective July 1, 2015.
