Eliminate the NC Final Exam and analysis of student work process as measures for Standard 6 of the North Carolina Teacher Evaluation System.

Use End-of-Grade and End-of-Course assessments to determine student growth values for teachers who teach at least 60% of their time in tested subjects.

Use school-wide growth values to assess performance for all other teachers not meeting the 60% threshold in tested subjects.

Require the Department of Public Instruction to submit an amendment to its federal flexibility waiver under the Elementary and Secondary Education Act within 60 days for U.S. Department of Education approval.

Make Section 1 effective upon federal approval of the waiver amendment, with remaining provisions effective upon enactment.
