Adds waiver of extradition and digitized photograph submission as regular conditions of probation for felony convictions, with signed extradition waiver filed with clerk of superior court.

Eliminates credit for time spent in custody during post-release supervision or parole revocation proceedings when supervisee is returned to prison for a three-month period.

Repeals Community Corrections Board and establishes new 13-member Justice Reinvestment Council with representatives from legislative, judicial, law enforcement, victim services, and behavioral health sectors to advise on Justice Reinvestment Act implementation.

Authorizes post-release supervision and parole violation preliminary hearings and revocation hearings to be conducted by videoconference.

Updates terminology throughout statutes from "guard" to "correctional officer" or "correctional custody personnel" and clarifies probation and parole officers' status for firearm purchase permit purposes.
