Extends reemployment rights protections to members of National Guards from other states who enter North Carolina state duty at a governor's direction.

Prohibits employers from discriminating against or retaliating against employees or job applicants based on membership in the National Guard of any state or performance of National Guard service.

Prevents employers from denying initial employment, reemployment, retention, promotion, or employment benefits based on National Guard membership or service obligations.

Allows the Commissioner of Labor to enforce these protections under existing labor law procedures and regulations.

Becomes effective October 1, 2015, and applies to employment decisions made on or after that date.
