Allows holders of partially disabled veteran registration plates to park in handicapped parking spaces, in addition to those displaying disabled veteran registration plates.

Permits disability determinations issued by the United States Department of Veterans Affairs to satisfy medical certification requirements for handicapped parking privileges instead of requiring a physician's, ophthalmologist's, or optometrist's certification.

Maintains existing renewal requirements: distinguishing license plates renewed annually without medical recertification, removable windshield placards renewed every five years with medical recertification, and temporary removable windshield placards expiring within six months.

Effective upon enactment, ratified June 20, 2016, and approved June 22, 2016.
