Adds alien insurers to the definition of eligible surplus lines insurers under G.S. 58-21-10(3), allowing them to be placed by surplus lines licensees.

Repeals countersignature requirements for nonresident surplus lines licensees, eliminating the requirement that resident licensees or regulatory support organizations countersign reports before filing with the Commissioner.

Shifts responsibility for establishing a stamping office and processing surplus lines insurance from countersigning to a regulatory support organization, which collects fees for these services instead of countersignature fees.

Modifies the surplus lines tax collection process to be collected "in a manner approved by the Commissioner" rather than specifying exact procedures, and removes the requirement for licensees to file quarterly tax payments with their quarterly reports.

Updates filing requirements to include an acknowledged statement that surplus lines licensees have complied with applicable diligence requirements.
