Amends G.S. 20-161(f) to allow the Department of Transportation to remove obstructions from state highways with concurrence of law enforcement, in addition to the existing provision allowing law enforcement to do so with DOT concurrence.

Authorizes the Department of Transportation to permit private encroachment upon air space above State Road 1347 (Nevada Boulevard) in Charlotte for construction of a material conveyance system, subject to departmental approval and conditions.

Extends the sunset date for the Department of Transportation's disadvantaged minority-owned and women-owned business participation program from August 31, 2015 to August 31, 2017.

Updates the program's basis from the Department's 2009 disparity study to the 2014 disparity study for establishing aspirational goals and contract-specific participation targets.

Section 1 becomes effective immediately upon enactment and applies to obstructions arising after 12:01 A.M. the day following enactment; remaining sections effective upon enactment.
