Provides flexibility to Asheville City and Buncombe County school boards to determine opening and closing dates for their school calendars without the standard state restrictions.

Removes requirements that opening dates be no earlier than the Monday closest to August 26 and closing dates be no later than the Friday closest to June 11 for these two school systems.

Eliminates restrictions on modified calendar schools that previously applied only to schools designated with modified calendars in the 2003-2004 school year.

Applies only to Asheville City Schools and Buncombe County Schools administrative units, effective for the 2015-2016 school year and beyond.
