Transfers authority for statewide or regional towing, storage, and sale of seized vehicles from the Department of Public Instruction to the Department of Administration (State Surplus Property Agency).

Expands expedited sale authority for seized vehicles to allow sales after 90 days from seizure, or at any time with owner consent, removing previous restrictions based on vehicle value or storage cost thresholds.

Authorizes the State Surplus Property Agency to conduct seized vehicle sales through public sale procedures under Article 3A of Chapter 143 of the General Statutes, with the same notice and lienholder protections as county-conducted sales.

Eliminates the $10 administrative fee that previously was collected from vehicle owners receiving released vehicles and from forfeiture sale proceeds.

Permits the State Surplus Property Agency to sell seized vehicles and other conveyances through electronic auction services and to contract with private entities for towing, storage, and sales services on a statewide or regional basis.
