Authorizes properly trained and certified dental hygienists to administer intraoral local dental anesthetics by infiltration and block techniques, but only under direct supervision of a licensed dentist.

Requires dental hygienists seeking this certification to complete a Board-approved training program including 14 hours of pharmacology and technique instruction, 3 hours on medical emergencies, 2 hours of laboratory/clinical work, and competency evaluations.

Mandates completion of a six-month preceptorship with minimum 750 hours of supervised anesthetic administration within 12 months of completing the training program before Board certification.

Allows the Board to approve qualified dental hygienists from other jurisdictions without completing the full program if their education and training are substantially equivalent to North Carolina's requirements.

Requires certified dental hygienists to maintain annual CPR certification and complete at least 2 hours yearly of Board-approved continuing education related to anesthetic administration.
