Defines "powdered alcohol" as any powder or crystalline substance capable of being converted into a liquid alcoholic beverage fit for human consumption.

Makes it unlawful for any person to manufacture, sell, transport, import, deliver, furnish, purchase, consume, or possess powdered alcohol.

Clarifies that suspension of ABC permits under G.S. 18B-904(e)(4) is subject to the administrative procedure act and constitutes a contested case.

Sections 1 and 2 (powdered alcohol prohibition) are effective when the act becomes law, while Section 3 (administrative procedure clarification) becomes effective May 1, 2015.
