Grants the North Carolina Department of State Treasurer authority to decline delivery of safe deposit box contents that pose public safety issues, are regulated by other agencies, constitute illegal contraband, or lack substantial commercial value.

Requires financial organizations to complete and return forms prescribed by the Treasurer with identifying information and good-faith estimated values for each item in safe deposit boxes.

Authorizes the Treasurer to instruct financial organizations to transfer hazardous or problematic materials to appropriate authorities or to destroy/dispose of such property, or to do so directly if property is delivered and later determined to meet exclusion criteria.

Provides liability immunity for the State, Treasurer, financial organizations, and their officers and employees from losses due to disposal of regulated materials, except in cases of intentional misconduct.

Becomes effective October 1, 2015.
