Adds new statute establishing that adoptions subject to the Hague Adoption Convention are controlled by that convention, with documentation filed before or after the adoption decree.

Changes prebirth determination of biological father's consent rights from 15 days to 30 days for father to respond to notice of intent to place child for adoption, and extends conception threshold from six months to approximately three months.

Modifies preplacement assessment notice requirements to allow redaction of extended family member details and financial account information for prospective adoptive parents.

Exempts certain family relation adoptions (grandparents, siblings, first cousins, aunts, uncles, great-aunts, great-uncles, great-grandparents) from requiring a preplacement assessment in independent adoptions.

Allows minor parents to be identified by affidavit from adult relatives, teachers, social workers, or health service providers when consenting to adoption, and permits use of current mailing address when permanent address is unavailable in consent and relinquishment documents.
