Expands G.S. 14-258.1 to make it a Class H felony to knowingly give or sell a mobile telephone or wireless communications device to a delinquent juvenile in custody of the Division of Juvenile Justice of the Department of Public Safety.

Applies the prohibition to anyone who provides such devices directly to confined juveniles or indirectly through intermediaries for delivery to juveniles.

Defines covered delinquent juveniles as those confined in youth development centers or detention facilities, and includes transportation of juveniles to or from confinement.

Effective December 1, 2015 for offenses committed on or after that date.
