Requires mothers to provide separate informed written consent before remains from spontaneous abortion or miscarriage can be used for research purposes.

Prohibits the sale of remains from aborted or miscarried unborn children, with violations classified as a Class I felony.

Exempts payments for incineration, burial, cremation, and diagnostic pathological services from the definition of "sale."

Restricts state funds from being used for contracts with abortion providers for family planning services, pregnancy prevention activities, or adolescent parenting programs.

Effective October 1, 2015, with Sections 1 and 2 applying to offenses committed on or after that date.
