Updates North Carolina's Uniform Interstate Family Support Act (UIFSA) to align with the 2008 Model Act, expanding jurisdiction to include foreign countries and international child support cases.

Adds definitions and procedures for foreign support orders, foreign tribunals, and foreign countries, including those where the Hague Convention on International Recovery of Child Support and Other Forms of Family Maintenance is in force.

Establishes new Article 7 procedures for support proceedings under the Convention, including registration and enforcement of Convention support orders, foreign support agreements, and rules for modification of Convention child support orders.

Clarifies that the Department of Health and Human Services, Division of Social Services, is the state information agency and support enforcement agency, with authority to oversee county child support agencies and determine reciprocal arrangements with foreign countries.

Expands remedies for spousal support orders to include continuing, exclusive jurisdiction provisions similar to child support orders and permits temporary support orders pending jurisdiction determinations.
