Expands the Private Protective Services Board's authority to conduct investigations into unlicensed activity, issue cease and desist letters, establish firearm and weapon standards, acquire and maintain motor vehicles, and adopt a professional conduct code with grounds for license suspension or revocation.

Extends the deadline for business entities to obtain a substitute qualifying agent from 30 days to 90 days (extendable an additional 30 days by the Board) and allows the Board to impose late fees for non-compliance.

Requires applicants to pay initial license fees and contributions to the Private Protective Services Education Fund within 90 days of receiving notice of approval (extendable an additional 30 days) with potential late fees for non-payment.

Adds a new proprietary security organization license requirement for entities employing armed security guards and prohibits the Board from issuing firearm permits to individuals prohibited by state law from possessing firearms.

Allows the Private Protective Services Board and Alarm Systems Licensing Board to acquire, hold, and manage real property and motor vehicles independently, and exempts both boards from transferring vehicles to the state motor pool.
