Proposes constitutional amendment to prohibit private property condemnation except for public use and guarantee just compensation determined by jury in all condemnation cases, effective January 1, 2017 if approved.

Establishes Emergency Savings Reserve Fund requiring General Assembly to deposit 2% of General Fund appropriations annually until fund reaches 12.5% of prior year appropriations; requires two-thirds vote to decline deposits or withdraw funds, effective July 1, 2017 if approved.

Reduces maximum state income tax rate from 10% to 5.5%, applicable to taxable years beginning January 1, 2020 if approved.

Adds constitutional protection for the right to hunt, fish, and harvest wildlife using traditional methods subject to General Assembly regulations for conservation and management, effective January 1, 2017 if approved.

All three amendments submitted to voters on November 8, 2016 as separate ballot questions.
