Makes the name and address of lottery prize winners confidential under North Carolina law, effective July 1, 2015.

Allows disclosure of winner information only with the winner's consent or in specific circumstances including notification to the Department of Revenue, Internal Revenue Service, and state tax authorities.

Permits disclosure when necessary to comply with the debt set-off program under G.S. 18C-134 and Chapter 105A, and for supplemental proceedings against judgment debtors under Article 31 of Chapter 1.

Amends G.S. 18C-132 by adding a new subsection (m) establishing confidentiality protections for lottery winners.
