Removes the 50% cap on expenditures from trust funds for individual road, drainage, open space, and recreation projects in the Town of Zebulon.

Eliminates the distinction between projects completed within 6 years versus 10 years, consolidating the spending deadline to 10 years after fee collection for all project types.

Adds requirement that all expenditures from trust funds must comply with general laws of the State of North Carolina.

Adds language requiring that fees be rationally related to and no greater than the amount roughly proportional to the impact reasonably expected from new construction.

Effective when the act becomes law.
