Modifies the definition of "reasonable cost" for health insurance in child support orders from automatically including employer-provided group coverage to requiring that child coverage not exceed 5% of the parent's gross income.

Specifies that the 5% threshold applies to the cost of adding a child to existing coverage, child-only coverage, or the difference between self-only and family coverage if new coverage must be obtained.

Establishes the Long-Term Care Ombudsman Program structure with State and Regional Ombudsmen, requiring compliance with the Older Americans Act of 1965 and federal regulations.

Grants Ombudsmen authority to access long-term care facilities at any time, conduct systems advocacy, and communicate privately with residents while maintaining confidentiality protections.

Establishes penalties including a $2,500 monetary fine per incident for discrimination or retaliation against residents or staff who file complaints with Ombudsmen, and a $2,500 fine for willful interference with Ombudsman duties.
