Allows raw milk and raw milk products to be dispensed to independent or partial owners of lactating animals (cows, goats, etc.) for personal use or consumption without requiring pasteurization.

Excludes owner-dispensed raw milk from the definition of "sale," meaning transfers between owners and their animals are not subject to milk sales regulations.

Removes labeling requirements ("NOT FOR HUMAN CONSUMPTION" and sales prohibition statements) for raw milk dispensed to partial or independent owners of lactating animals.

Maintains existing restrictions prohibiting the sale of unpasteurized milk to consumers through normal commercial channels; only Grade "A" pasteurized milk may be sold directly to consumers.

Takes effect October 1, 2015.
