Changes alcohol concentration restrictions for drivers whose licenses are restored after impaired driving revocations from "0.04 or greater" to "greater than 0.00" (zero tolerance) for first-time offenders under G.S. 20-17.8(b) and G.S. 20-19(c3)

Applies the 0.00 alcohol concentration restriction to all drivers with restored licenses following impaired driving-related revocations, including those convicted of driving while impaired, commercial vehicle impairment, underage drinking and driving, and manslaughter or negligent homicide involving impaired driving

Requires ignition interlock systems to be installed on vehicles operated by these drivers, with personal activation required before driving

Establishes that violations of the 0.00 alcohol restriction result in a one-year license revocation, with any remaining period of the original revocation being reinstated after the violation period expires

Becomes effective July 1, 2016, and applies to offenses committed on or after that date
