H318 - Protect North Carolina Workers Act

• Requires E-Verify compliance in all state and local government contracts effective October 1, 2015, with exemptions for travel expenses, goods-only purchases, and certain contract types.

• Prohibits consulate or embassy documents (except valid passports) from being accepted as identification by government officials and law enforcement for determining identity or residency.

• Bans sanctuary city and county ordinances that limit federal immigration law enforcement, prohibiting restrictions on gathering or reporting citizenship/immigration status information to federal agencies.

• Removes matricula consular documents from acceptable proof of residency for motor vehicle registration and insurance purposes, effective January 1, 2016.

• Prohibits the Department of Health and Human Services from seeking waivers for federal work requirement time limits for food and nutrition benefits (except for disaster relief situations).
