Extends the employment eligibility period for military veterans seeking a waiver of the commercial drivers license (CDL) skills test from 90 days to one year immediately preceding application.

Allows veterans who retired or were discharged from the Armed Forces to satisfy the employment requirement if discharge or retirement occurred within one year before application (previously 90 days).

Permits applicants to provide Form DD 214 ("Certificate of Release or Discharge from Active Duty") and a military-issued driver's license to satisfy certification requirements instead of other documentation.

Requires retired or discharged veterans using military documentation to provide a military driver's license that was valid at the time of their retirement or discharge.

Effective upon enactment.
