North Carolina applies to Congress under Article V of the U.S. Constitution to call a convention of states limited to proposing constitutional amendments regarding fiscal restraints on the federal government, limits on federal power and jurisdiction, and term limits for federal officials and Congress members.

The application constitutes a continuing request until legislatures of at least two-thirds of the states submit identical or substantially similar applications.

The application expires September 30, 2015, if two-thirds of state legislatures have not made matching applications by that date.

The Secretary of State must transmit copies of the act to the President, Senate and House leadership, North Carolina's federal delegation, and presiding officers of state legislatures in all states.

The act becomes effective upon passage into law.
