Requires all county boards of education to be elected on a partisan basis at general elections in even-numbered years, replacing the current nonpartisan primary election system.

Requires city boards of education that are elected by law to be elected on a partisan basis rather than nonpartisan.

Mandates that when a vacancy occurs on an elected board of education, the remaining board members must consult with the nominating political party's executive committee and appoint the person recommended by that committee if a recommendation is made within 30 days.

Repeals G.S. 115C-37.1 and supersedes any conflicting local acts or merger plans that previously provided for nonpartisan elections or alternative vacancy-filling procedures.

Becomes effective January 1, 2016, and applies to primaries and elections held on or after that date.
